Sometimes it's best to make equally-powered but distinct threats per storyline. Although it similarly tends to be over-the-top and distinctly so each time, it doesn't have the DBZ issue of constantly one-upping each previous threat. They would be at best the greatest paragon of that cosmic element (aman'thul time, eonar life, Khazgoroth earth so on so forth). Having dominion over an element of the universe doesn't necessarily means they created it. Aman'Thul, Eonar, Sargeras, Aggramar, khazgoroth and so on are extremely powerful beings with abilities one might think would be the origination of that aspect (such as death for Argus or time for Aman'thul). In some ways it is a misunderstanding of what the Titans are in relation to the (for a lack of a better word) world around them. Because the titans were listed as the "creators" from these perspectives, we have no context of what potentially existed before them. We also have to keep in mind much of the lore information we receive is an inherently biased perspective. The leaker, who, again, is likely not an actual valid source, mentions that it's supposed to be that the First Ones were preceded by an entity or group of entities called the Clockmaker - given I doubt much actual thought went in to the whole thing, I wonder if he randomly drew from that argument. It's rather obviously not a very good argument and is usually dismissed by religious philosophers. Since a human being is more inherently complex than a watch, one cannot assume that it occurred naturally. The Watch and Watchmaker argument is a (somewhat dubious) claim that if one were to happen upon a watch, it would be assumed to have a creator. That seems to be a bit of a misunderstanding of what it's supposed to be.
